Kunwar’s Book on Saint Kabir released by DGP Punjab
Cop turns Writer, pens Book on Sant Kabir

Inner instincts, they say, never die! And it is the instinct of writing in Kunwar Vijay Pratap Singh, a senior Indian Police Service (IPS) officer, that remained intact even after he became a police officer.
Occupied answering the call of duty 24×7, Singh, who as Senior Superintendent of Police (SSP) heads the Punjab Police Crime Branch, burnt midnight oil to service his instincts, and penned a bilingual book on the verses of Saint Kabir.
The book “Universal Teachings of Kabir (Kabir ke Sadabahar Dohe)”, was released by Punjab DGP Anil Kaushik at a special function held here, on Sunday.
Flanked by ADGP Crime Sanjeev Gupta, IGPs C S R Reddy and M K Tiwari, besides other senior police officers, the DGP patted Singh on the back for his endeavour to bring the essence of Kabir’s teachings in a simple, people-friendly and telling manner. The book contains 100 verses of Saint Kabir based on such themes as have universal application. “Saint Kabir gave a new dimension to the Indian thought process in the medieval period which is relevant in modern times also,” says Singh, a 1998-batch IPS officer.
“The modern Indian society is passing through a transitional phase and there is a visible rat race to adopt westernity to achieve modernity, which is an open threat to the great Indian traditions,” he feels.
The author says that the teachings of Kabir are quite useful and relevant in the present-day circumstances.
“The present book is an honest and truthful attempt to bring Kabir’s universal teachings before the masses, especially keeping in view the existing socio-cultural problems,” he under-lined.
The book dwells on various themes like speech, good company, patience, charity, saint, teacher, false ego, love and devotion, truth of material world and good conduct. Every theme consists of four to ten verses given in a separate chapter and each chapter starts with a brief summary of the theme.
Every verse has been given first in Devanagari script, and then explained in Hindi. Later, the same verse has been reproduced in Roman script and explained in English. The English version is not merely a literal translation but offers original description of the verses.
Singh says. “It is a well-established fact that modernity cannot be achieved by ignoring our traditions and value system.” The verses have been collected mainly from Beejak, Sakhi and Kabir Granthawali.
The author has also interviewed many personalities, who are well-versed in the teachings of Kabir. He also visited Varanasi, the birth place of Saint Kabir, to have a firsthand exposure of his teachings.
Some of the verses have been taken from the holy book of Sikhs Guru Granth Sahib.
“I have made an attempt to summarise the teachings of Kabir for the benefit of the common people. The primary objective of this endeavour is to bring modernity in the society along with great Indian traditions through the universal teachings of Kabir,” he adds.
Singh has served in various capacities across Punjab, including Amritsar, Patitla, Ludhiana and Mohali. He headed Amritsar, Gurdaspur, Batala and Ferozepur districts as SSP. Presently, he is looking after special crimes and cyber investigation and also commanding 82 Battalion of PAP Chandigarh.
Despite odds, the cop-turned-writer has made a conscious and consistent attempt to remain in constant touch with the cultural heritage of Punjab and India, because of his passion for art, culture and literature.
Singh did his Post-graduation in Sanskrit with specialisation in Indian Philosophy from Patna University. He was recently awarded Ph.D. in Police Administration by Guru Nanak Dev University, Amritsar. He also acquired PG Diploma in Human Resource Management from the IGNOU during his service, and is presently doing LL.B from Punjab University.
“My continuous learning attitude has induced in me additional capabilities which have helped me immensely in the discharge of my professional duties,” adds Singh.
Missing Amritsar girl found in Delhi

Bringing the curtains down on the drama enacted by the Punjab police, IPS officer Kunwar Vijay Pratap Singh has cracked the missing girl’s case.
Soon after the Punjab police tried to plant a stranger in place of the missing girl and asked her parents to accept her as their daughter, the Punjab-cadre IPS officer of 1998 batch tracked her down in Delhi. Her recovery has also brought to fore the sordid reality of callous handling of domestic helps in the country.
Pooja (15) went missing from Amritsar three years ago. The probe into the matter was handed over to Kunwar Vijay Pratap Singh by Justice LN Mittal of the Punjab and Haryana High Court. His name was suggested by advocate GK Mann, representing Pooja’s father Sonu Parshad.
The investigation revealed that Pooja was taken as a domestic help by Puran Kaur of Amritsar in 2008 with the consent of the girl’s father.
But later Pooja was sent to Delhi to work as domestic help with Kaur’s son Sukhbir Singh.
Kunwar Vijay Pratap Singh, SSP Crime Branch, said the girl escaped from Sukhbir’s house, as she was subjected to physical and mental torture. She somehow found her way to the house of a retired CRPF DIG. The parents have identified the girl as their daughter and she will be handed over to them after taking orders from the court of the Amritsar Chief Judicial Magistrate.
Giving details of the probe, the SSP said a team of officers, comprising DSP Vibhor Kumar, DSP Jagjit Singh, Inspector Makhan Singh and other officials, were constituted.
The interim bail granted to Sukhbir and his mother was cancelled on the request of the Crime Branch.
Sukhbir and his son, Arundeep, were then arrested before being taken on a four-day remand. The girl was traced to the Janakpuri area at the instance of the accused where she was living with a couple as a domestic help.
The police earlier wanted Sonu Parshad to believe that the girl handed over to him was indeed his missing daughter.
The Amritsar resident was sure that the police was bluffing. After the DNA test proved true his worst apprehensions, Justice Mittal has asked the IPS officer to carry out the probe.

Kunwar Awarded Ph. D. in Police Administration
Kunwar Vijay Pratap Singh has been awarded Ph.D. in Police Administration by Guru Nanak Dev University, Amritsar. This degree was conferred upon him during 37th annual convocation held in the University on the 1st of March 2011.

The officer conducted his research on the ‘Human Rights of Prisoners’ under the supervision of Prof. R.S.Sandhu of GNDU. The focus of this study was various alarming issues concerned with prison conditions, overcrowding and problems of undertrials with special emphasis on the delay in the disposal of cases. At this occasion GNDU awarded 711 degrees and medals in various disciplines including Ph.D, M.Phil., MBA, M.Tech., MCA, LL.M., M.Lib., MBE., M.Com., M.Sc., M.A., B.Tech., B.Sc., BCA, LL.B., B.Lib. etc..
This function was attended by Nobel Laureates Prof. (Dr.) Richard R. Ernst and Prof. Alexander Pines who were conferred with the Degree of D.Sc. Honorary Causa. Prof. Dalip Kaur Tiwana the leading Punjabi Novelist and creative writer in Punjabi was also honoured with D.Litt. (Honoris Causa) keeping in view her contributions in the field of Punjabi Language and Literature. The Vice Chancellor of the University Prof. A. S. Brar congratulated all the awardees and prize winners.
Annual convocation at Punjab Police Academy
Kunwar Vijay Pratap Singh was honoured by H.E. Governor Shri Shivraj V. Patil during the annual convocation held at PPA Phillaur. He was felicitated for outstanding academic endeavor during the service as he earned PGDHRM (Post Graduate Diploma in Human Resource Management) from IGNOU with first division.
Besides, this he has also completed PhD in Police Administration from GNDU
Amritsar in 2010. He is also pursuing LL.B. from Panjab University, Chandigarh. The officer irrespective of his place of posting has been in constant touch with academics which gives him capabilities to perform his duties in a more proficient manner.

“Our nation is passing through a transitional phase and honest & dedicated citizens are the need of the hour. Only healthy people can contribute in nation building and resurgence of the society. Policemen are the defender of society and so they can perform their duties if and only if they are healthy with body and mind. In the changing socio-democratic scenario, the police has to play a greater role as they are the actual protectors of our democracy.” – told Swami Ramdev addressing the policemen in the Punjab Armed Police Complex at Chandigarh. He asked the policemen to practice Yoga regularly. He also stressed upon the behavioural aspects of policing to make it community oriented.
This function was organized on the initiative of Kunwar Vijay Pratap Singh, IPS, Commanding Officer of 82 Battalion PAP Chandigarh. Around one thousand police personnel of Punjab Armed Police attended this programme, besides common citizens and senior officers. Sh. AR Talwar, Principal Secretary Home, ADGP Chander Shekhar, Sh. BS Sudan, Sh. BK Singh, DIG N.P. Singh, DIG RN Dhoke, Sh. Neelkanth, Sh. Roop Kumar and Sh. Kuldeep Singh, all senior officers of police and administration, were present at this occasion.
Earlier Swamiji had an interactive session with the judges and advocates in the premises of Punjab and Haryana High Court. He also addressed the members and office bearers of Bharat Swabhiman Trust and Patanjali Yogpeeth in Panchkula and asked them to play a larger role in nation building.
National Seminar on Rights of Women and Children
A National Seminar on “Emerging Trends in the field of law with special reference to Rights of Women and children in India” was organized by the Department of Law, Guru Nanak Dev University Amritsar on 6th and 7th March of 2010. A number of research papers and articles were presented by the learned delegates who came from different universities of the country.
Justice Hemant Gupta of Punjab & Haryana High Court presided over the inaugural function while key note address was given by Prof. Virender Kumar of National Judicial Academy Chandigarh. Prof. AS Brar, Vice Chancellor of the university pointed out the loopholes in the present criminal justice administration in his welcome address. Prof. Gurjeet Singh, Vice Chancellor of National Law University addressed the valedictory session. This seminar was organized on the initiative of Dr. Jaspal Singh, Head of Department of Law of the University with active cooperation and support by Prof. Rajinder Pawar, Prof. Viney Kapur and Prof. Rattan Singh of the Department.
Kunwar Vijay Pratap Singh, an officer of Punjab Cadre of Indian Police Service, presented papers on the following two topics:
- Human Rights of Women Prisoners
- Safeguarding the rights of women and children: An initiative by Amritsar Police
On the first topic, the officer highlighted the living conditions of women prisoners from the human rights perspective with specvial reference to Amritsar Central Jail. He stressed upon the pressing need of separate institutions for the women prisoners so that they cannot be put in the common jails. He also recommended to post women gynecologists for the women prisoners. He also suggested that the guidelines given by the Supreme Court of India in RD Upadhyay vs. State of Andhra Pradesh and Others should be enforced to safeguard the rights of women inmates.
On the second issue, he highlighted the efforts made by Amritsar Police during the last two years in safeguarding the rights of women and children. He described the role as well as feedback of newly set up Women & Child Helpline, Juvenile Police Unit, PRO system, Family Counselling Cell and Special Investigation Unit of Amritsar Police.

Kunwar Vijay Partap Singh and Dr. R.S. Sandhu spoke on Drug Addiction
Amritsar, January 19 (Bharat Sandesh)- Drug abuse cuts across age, class, ethnic and gender lines, however in Punjab it is more spread in the age group of 18-35, said Mr. Kunwar Vijay Partap Singh, IPS former SSP of Amritsar while delivering his lecture on “How to tackle the Menace of Drugs”. This function was organized by the Students’ Welfare Department of the Guru Nanak Dev University in association with Chronic Care Foundation, New Delhi.
Dr. Inderjit Singh, Registrar of the University presided over while Mr. Kunwar Vijay Partap Singh was the chief guest on this occasion. Dr. R.S. Sandhu, Senior Professor of Sociology also delivered his lecture on “Drug Addiction: A Social Problem”. A Nukad Natak-Nasha Mukat Punjab was also preformed by Chronic Care Foundation, New Delhi on this occasion.
Kunwar Vijay Partap Singh said that Drug abuse is a social menace which played a detrimental role on our social system. He said that Drug-related problems include increased rates of crime and violence, susceptibility to HIV/AIDS and hepatitis, demand for treatment, and a breakdown in social behavior. This menace if not curbed in time can pose serious threat to our moral and social values in general and to the nation as a whole, he added.
While talking about the role of police in tackling this menace, he said that the Police Advisory committee has been set up to tackle the menace of drugs. He said that the committee consisting of intellectuals, educationists and professionals would suggest measures to curb the supply line of drugs and also to create awareness among the masses to reduce the demand line. He said that till date we have been able to control the menace of drugs upto 75 to 80 percent.
Dr. R.S. Sandhu while speaking on ‘Drug Addiction: A Social Problem’ said that in India, 62.5 million people use alcohol, 8.75 million use cannabis, two million use opiates, and 0.6 million use sedatives or hypnotics. He said about 17% to 26% of these people can be classified as dependent users who need urgent treatment. He said that in the case of Punjab, according to a study of household survey in different regions of Punjab, the extent of drug addiction varies from 61% to 68.6%. He said that this problem is increasing day by day and it is aggravating many other serious problems such as crime, AIDS, sex, accidents and interpersonal relations.
